Description
States have always been interested in gaining knowledge of the military potential of their neighbours. But it was only in the last third of the 19th century that they created organisations working in secret that continuously gathered and analysed this information and made it available to decision-makers. This book examines the founding history of military intelligence organisations in the years between 1871 and 1914 - for the first time in a comparative perspective for the three armies in the German Empire, France and Great Britain. It analyses the political and social conditions, the role of the intelligence community, the challenge posed to the armed forces by science and technology and their handling of perceived threats to internal and external security. The author traces the emergence of the modern command and control area of "military intelligence". The presentation of selected operations shows that it has always been about more than just espionage, namely also about state knowledge management at the interfaces between the military, police and diplomacy.
