This work by a German-British historian and author of what can be described as a standard biography of the last German emperor paints a harrowing picture of the last decades of the empire: according to the author, the most economically successful, power-politically dynamic state in old Europe was ruled by a ridiculously dreadful "operetta regiment", but this government was powerful enough to drive Germany and Europe into one of their most serious crises. The disproportion between technological ability and political ability, between the claim to power and insight into one's own capabilities - in the emperor as well as in the elites of the empire - is clearly elaborated.
