Russia's war of aggression in Ukraine is changing Germany. In terms of security and military policy, more has changed in the past two years than in the previous decade. Nevertheless, the turnaround proclaimed by Federal Chancellor Olaf Scholz is a "project in the making" (Gerlinde Groitl). There is still a lot to do before politics, society and the military are ready for war. And time is pressing. The authors of the Innere Führung 2023/24 yearbook deal with topics that are important for Germany's readiness for war. These include the sustainability of the changed security policy attitudes of Germans for the age of hybrid threats, the personnel and material sustainability of the German armed forces in wars of attrition, the development of expertise and capabilities for nuclear deterrence, the conceptual integration of defence and civil protection in overall defence and, last but not least, the further development of Innere Führung. This was designed for the epochal change after the Second World War. It also provides stability and orientation for the current turning point. How it should be further developed, however, is the subject of controversial debate. The authors of this year's Innere Führung yearbook agree that war proficiency requires improved practice in the political, historical and ethical education of soldiers in the Bundeswehr as well as new ways of cultivating tradition.
