Cyberspace has become a new space of human action and thus also a potential space of conflict. These conflicts are carried out by different actors. The number of actors is constantly increasing with the growing interconnectedness. The parameters that characterise a war in cyberspace and which actor then bears operational responsibility in a cyberwar are subjected to close scrutiny in this interdisciplinary treatise.
In order to understand cyber-conflict in general and cyberwar in particular, it is also necessary to examine the concept of war and the normative foundations of war. The results of this analysis suggest that, on the one hand, it is not clear when which type of conflict exists in cyberspace and, derived from this, on the other hand, there is no clear allocation of leadership responsibility. At the end of the study, three factors crystallise that determine who must assume leadership responsibility for attacks in and from cyberspace: The sovereignty relevance, the intensity and the intention of such an attack.
