Description
The author, Kurt Helmut Schiebold, was the first commander of the PRT in Kunduz. His diary shows how difficult it was to translate lofty political goals into meaningful military action. It is easy to formulate a political strategy. If this strategy does not take into account its military implementation from the outset, the troops will run into problems in the field at the latest - despite all the commitment and goodwill.
From the end of October 2003, Germany established a "Provincial Reconstruction Team" (PRT) in Kunduz. This extended the ISAF operation beyond Kabul to the whole of Afghanistan. This was done in parallel to Operation Enduring Freedom. The PRT Kunduz was also a pilot project in the truest sense of the word because of the overlapping approach of four very disparate departments. The military part of the PRT focused on showing presence in the context of liaison work and conflict management. This had little to do with traditional notions of a military mission. The challenges of developing military action out of political goals are impressively illustrated by the diary of the first commander of the PRT Kunduz.
