Germany's military planners have a glaring strategy problem. Their inability has crippled the Bundeswehr into a torso. The dimension and scope of this conceptual weakness become clear when one considers the multifaceted nature of modern military strategy: It is not reduced to the operational strategy alone, but also includes organisational, personnel planning, socio-political as well as armament and logistical elements.
German military policy is failing because of this complex design task. The Federal Government's White Paper on Security Policy and the Future of the Bundeswehr of 2016, the Bundeswehr Concept of 2018 and the Reserve Strategy of 2019 reflect this strategic inability in a special way. This paper elaborates this in detail and makes it the starting point for a military strategic specification.
