The death of 182 people in the summer of 2021 was avoidable - at least on this scale. This is the perception of society and also the judgement of many experts. The achievements of the civil protection forces on site and the many helpers from the affected and unaffected population are admirable. Nevertheless, there is reason to doubt the state's promise of protection to its citizens. It is necessary to develop a civil protection and disaster control system optimised for the local situation into a national civil protection system that can successfully counteract reliably foreseeable disasters, even on a national scale. This book aims to contribute to the conception of a modern national civil protection system. This includes ideas on civil defence. To this end, the focus should be on a topic that has been given secondary priority in the political debate for many years and yet is now increasingly being perceived as a result of epochal events. However, this perception is characterised by politically motivated actionism without a will to shape the future. Above all, there is a lack of willingness to work on and develop a contemporary protection system jointly between the federal government and the Länder in a purposeful and unreservedly conceptual manner.
